There shall be two dates for grant of increment - January 1 and July 1 every year - instead of the existing July 1 only.

नई दिल्‍ली. मोदी सरकार ने मंगलवार को 7th पे-कमीशन की रिपोर्ट को नोटिफाई कर दिया है।सेंट्रल गवर्नमेंट के इम्‍प्‍लॉइज को अगस्‍त से मोटी सैलरी का तोहफा मिलेेगी। नोटिफिकेशन के अनुसार, सरकारी इम्‍प्‍लॉइज के लिए वेतन जनवरी, 2016 से लागू होगा और फाइनेशियल ईयर के दौरान एरियर दिया जाएगा। नोटिफिकेशन का मतलब है लगभग 48 लाख सेंट्रल गवर्नमेंट के कर्मचारियों और 52 लाख पेंशनर्स को बढ़ा हुआ वेतन दिया जाएगा।

- गवर्नमेंट एंप्‍लाइ्रज को बेसिक सैलरी और अलाउंस में 23. 55 फीसदी का इजाफा होगा।

- इससे सरकारी खजाने पर 1.02 लाख करोड़ का सालाना बोझ पड़ेगा। यह सकल घरेलू उत्‍पाद (जीडीपी) का 0.7 फीसदी होगा।

- एंट्री लेवल पे मौजूदा 7 हजार रुपये से बढ़ कर 18,000 रुपये हो जाएगी।

- नए वेतन आयोग के तहत मैक्सिम सैलरी मौजूदा 90,000 से बढ़ा कर 2.5 लाख रुपये तय की गई है। यह मैक्सिम सैलरी कैबिनेट सेक्रेटरी को मिलेगी।

-अरुण जेटली ने प्रेस कॉन्फ्रेंस में कहा था कि इससे इम्प्लॉइज की मिनिमम सैलरी 7 से 18 हजार तक बढ़ जाएगी।

- जेटली ने ये भी कहा था कि सभी क्लास के इम्प्लॉइज की बेसिक सैलरी 2.57 गुना बढ़ेगी।

- सरकार ने एलान किया कि सीबीएसई चीफ राजेश कुमार चतुर्वेदी को 7th पे कमीशन की इम्प्लीमेंटेशन सेल का भी इन्चार्ज बनाया गया है।

- सीबीएसई चीफ बनने से पहले राजेश सेल में ज्वॉइंट सेक्रेटरी रहे थे।

7th पे कमीशन की खास बातें

- 1 जनवरी 2016 से सिफारिशें लागू होंगी। फायदा सेंट्रल गवर्नमेंट के 47 लाख इम्प्लॉइज और 53 लाख पेंशनर्स को मिलेगा।

- जून तक का 6 महीने का एरियर्स सरकार मार्च 2017 से पहले ही देगी।

69 साल में 327 गुना बढ़ी सैलरी

- पे कमीशन का इतिहास 69 साल पुराना है।

- 1947 में बने पहले पे कमीशन ने मिनिमम सैलरी 55 रु. तय की थी। तब से अब तक इम्प्लॉइज की सैलरी 327 गुना बढ़ चुकी है।

- बेसिक पे के मामले में यह 70 साल में सबसे कम बढ़ोत्तरी की सिफारिश है। क्योंकि इस बार यह 16% बढ़ाने की बात कही गई है। जबकि 6th पे कमीशन में बेसिक सैलरी 20% बढ़ाने की सिफारिश की गर्इ थी।

- पहले पे कमीशन में रेलवे के क्लास-4 इम्प्लॉईज की सैलरी 10 रुपए से 30 रुपए तक बढ़ाई गई थी।

1. The petitioner claims appointment as Shiksha Mitra in order to teach in elementary school in the State of Uttarakhand. All the same, after the enforcement of Right to Education known as "Right of Children to Free Compulsory Education Act, 2009" (hereinafter referred to as "Right to Education Act") and particularly after the declaration of certain guidelines framed by the nodal agency i.e. National Council for Teacher Education (hereinafter referred to as "NCTE") vide order dated 23.08.2010, under provision of Right to Education a detail guidelines for eligibility and appointment of teachers in elementary school have been given.

2. In short, the purpose and intention of the Parliamentary Legislation referred above as well as the subsequent notification by the nodal agency i.e. NCTE which states that the elementary education throughout the country should not only be compulsory but should be a meaningful education.

3. Since Right to Education has now become a Fundamental Right under Article 21A of the Constitution of India and after considering all these aspects the direction to the respondents to consider the petitioner for appointing as a Shiksha Mitra is not justified. Admittedly the petitioner does not have qualification of elementary teacher nor has he passed the qualifying examination known as "Teachers Eligibility Test". Therefore the relief sought by the petitioner cannot be granted to him at this stage.

4. In view of the above discussion, the writ petition has no merit and is hereby dismissed.

CBSE to conduct Central Teacher Eligibility Test (CTET) on Sept 18

Central Board of Secondary Education (CBSE) has announced the examination date for Central Teacher Eligibility Test (CTET).

New Delhi: Central Board of Secondary Education (CBSE) has announced the examination date for Central Teacher Eligibility Test (CTET).

The CBSE will conduct the CTET exams on September 18, 2016.

The Ministry of Human Resource Development, Govt of India has entrusted the responsibility of conducting the CTET to the Central Board of Secondary Education Delhi.

The interested candidates can submit the online application for till July 18.

CTET is necessary for a candidate to be eligible for appointment as a teacher for class I to VIII. Candidates can apply only online for CTET-SEPT 2016 on CTET website – www.ctet.nic.in

Submission of pnline application 22.06.2016 to 18.07.2016

Last Date for submission of fee through E-challan or Debit/Credit Card 19.07.2016 (before 3:30 PM)

Final status of candidates-check status and particulars of candidates whose fees received 20.07.2016

CTET may also apply to the unaided private schools, who may exercise the option of considering the CTET.

The Central Board of Secondary Education (CBSE) has published the exam date for Central Teacher Eligibility Test (CTET) 2016. The exam is scheduled to be held on September 18.

The candidates can check the detailed schedule here:

Last date for submission of fee through e-challan or debit/credit card: July 19 (Before 3:30 pm)

Final status of candidates-check status & particulars of candidates whose fees received: July 20

About CTET:

सरकारी कर्मचारियों की बल्ले बल्ले। सोशल मीडिया पर प्राइवेट कर्मचारियों में रोष व्याप्त

सरकार में सबसे निचले दर्जे में चपरासी अादी को भी वेतन भत्तों के साथ मिनिमम 25 हज़ार प्रति मह तक लाभ , कैसे -

केंद्र सरकार के कर्मचारियों को २ बच्चों तक को फिलहाल 3000 रुपये प्रति माह ट्यूशन फीस , एल टी सी ( न्यू जॉइनिंग को अाठ साल तक हर साल ), लीव एनकेशमेंट (हर साल 30 ई एल ), महिला कर्मचारियों को ६ माह गर्भावस्था , व 2 वर्ष की चाइल्ड केयर लीव पूर्ण वेतन के साथ

व ऐसे ही तमाम भत्ते मिलाकर देखा जाए तो कम से कम प्रति माह 25 हजार रुपये प्रति माह बैठते हैं

सातवें वेतन आयोग की सिफारिशों पर कैबिनेट ने अपनी मुहर लगा दी है। फ़िलहाल मोटे तौर पर कहा जा रहा है कि इन सिफारिशों के लागू होने के बाद कर्मचारियों की सैलेरी में 18 से 30 फीसदी का इजाफा हो जाएगा। कैबिनेट से मंजूरी के बाद अब ये प्रपोजल पीएम ऑफिस ले जाया जाएगा। बता दें कि फाइनेंस मिनिस्ट्री इसे पहले ही मंजूरी दे चुका है और ये 1 जनवरी 2016 से लागू कर दिया गया है।

किसकी कितनी बढ़ी सैलेरी

सिफारिशें लागू हो जाने के बाद केंद्रीय कर्मियों की मिनिमम पे 7000 से बढ़कर 18000 रुपए हो जाएगी। हायर पे बैंड में ये सैलेरी फिलहाल 90 हज़ार रुपए है जो बढ़कर 2,50,000 रुपए हो जाएगी। यानी बेसिक पे में कम से कम 3 गुना टोटल सैलेरी में 23.5 परसेंट और पेंशन में 24 परसेंट इजाफा हो जाएगा।

रिटायर्मेंट की लिमिट में बदलाव

33 साल की सर्विस या 60 साल की उम्र, जो लिमिट पहले आ जाए रिटायर्मेंट लिया जा सकता है। 30 साल की सर्विस या 55 साल की उम्र के बाद VRS का ऑप्शन मौजूद रहेगा। ग्रेच्युटी लिमिट 10 से बढ़ाकर 20 लाख रुपए जबकि डीए लिमिट 50 परसेंट और ग्रेच्युटी लिमिट 25 परसेंट तक बढ़ा दी जाएगी।

HRA में आएगा क्या बदलाव

A, B1, B2 और C के लिए 25 परसेंट जबकि रूरल एरिया के लिए 20 परसेंट हाउस रेंट किया गया। फिलहाल 10 से 30 परसेंट तक हाउस रेंट मिलता है।

मिलिट्री सर्विस पे में बदलाव

सर्विस अफसरों के लिए 6000 से 15500, नर्सिंग अफसरों के लिए 4200 से 10800 जबकि जेसीओ/ओआरएस के लिए 2000 से 52000 रुपए मिलट्री सर्विस पे बढ़ाया गया है। सियाचिन और ऐसे ही दूसरी जगहों पर तैनात सैनिकों के लिए अलग से इंतजाम किए गए हैं।

सरकारी खजाने पर बोझ

जनवरी में सरकार ने कैबिनेट सचिव पीके सिन्हा की अध्यक्षता में सातवें वेतन आयोग की सिफारिशों पर प्रक्रिया के लिए एक उच्चस्तरीय समिति का गठन किया था। वेतन आयोग ने वेतन-भत्तों तथा पेंशन में 23.55 फीसदी सैलरी की सिफारिश की थी। इससे सरकारी खजाने पर 1.02 लाख करोड़ रुपये या जीडीपी का करीब 0.7 फीसदी का बोझ पड़ेगा।

पिछले 70 साल में ये है सबसे कम इन्क्रीमेंट

ये पिछले 70 सालों में हुआ सबसे कम इन्क्रीमेंट है। इस वेतन आयोग में एवरेज 16 परसेंट इन्क्रीमेंट हुआ है जबकि छठे कमीशन ने 20 परसेंट इन्क्रीमेंट किया था।

जानिए, क्या हैं अहम सिफारिशें?
- केंद्र के कर्मचारियों की सैलरी 23.5 फीसद बढ़ाई जाए।
- पेंशन में एवरेज 24 फीसद की बढ़ोतरी हो।
- कम से कम बेसिक पे 7 हजार से बढ़कर 18 हजार रुपए किया जाए।
- सैलरी में सालाना 3 फीसद इन्क्रीमेंट हो। बेसिक पे 16 फीसद और भत्ता 67 फीसद तक बढ़ाने की बात भी कही गई है।
- केंद्र के सभी कर्मचारियों के लिए भी वन रैंक-वन पेंशन। इसके दायरे में 10 साल पहले रिटायर हुए कर्मचारी भी होंगे।
- ग्रैच्युटी की सीमा 10 से बढ़ाकर 20 लाख रुपए। जब भी डीए 50 फीसद बढ़ेगा, ग्रैच्युटी सीमा 25 फीसद बढ़ेगी।
- सैलरी तय करने के लिए पे बैंड और ग्रेड पे का सिस्टम खत्म।
- 56 तरह के अलाउंस खत्म होंगे, सभी को एक जैसी पेंशन।
- पैरा मिलिट्री फोर्स के लिए भी शहीद का दर्जा। मिलिट्री सर्विस पे दोगुना होगा। यह सिर्फ आर्मी पर लागू होगा। बाकी पर नहीं।

देहरादून: प्राथमिक विद्यालयों में सहायक अध्यापक के पदों पर डीएलएड को भी भर्ती परीक्जागरण संवाददाता, देहरादून: प्राथमिक विद्यालयों में सहायक अध्यापक के पदों पर डीएलएड को भी भर्ती परीक्षा में शामिल करते हुए नए सिरे से तैनाती प्रक्रिया शुरू करने के हाईकोर्ट की एकल पीठ के आदेश से प्रभावित 1156 बीएड टीईटी चयनित 14 दिनों से शिक्षा निदेशालय में धरने पर बैठे हैं। उनका कहना है कि शिक्षा विभाग इस मामले में संयुक्त पीठ में अपील करे और स्थगन आदेश कराने की कोशिश करे ताकि उनका भविष्य बच सके।
विद्यालयी शिक्षा निदेशालय में धरने पर बैठे बीएड-टीईटी चयनित शिक्षक मोर्चा ने कहा कि तैनाती के बाद सभी शिक्षक पूर्व में कर रहे रोजगार भी छोड़ चुके हैं। इससे उनके सामने भारी आर्थिक संकट पैदा हो गया है। उन्होंने कहा कि दो माह से वे सीएम से लेकर विभाग के तमाम अधिकारियों से गुहार लगा चुके हैं, लेकिन कोई लाभ नहीं हुआ. मोर्चा के अध्यक्ष संतोष कुमार ने कहा कि 1156 परिवारों के सामने भरण पोषण का संकट खड़ा हो गया है। विभाग इस मामले में एकल पीठ के आदेश पर संयुक्त पीठ में अपील कर उनका भविष्य सुरक्षित कर सकता है। महिला अध्यक्षा मंजू शर्मा ने कहा कि इन परिवारों के सामने बच्चों की फीस तक जमा करने का संकट है। उन्होंने विभाग से गुहार लगाई कि जल्द इस मामले में संयुक्त पीठ में अपील करें। इस मौके पर हेम उपाध्याय, प्रकाश खैनाल, प्रदीप पाठक, आशा राणा, संगीता जुगरान, सुभूति, सीमा देलवी, अनुपमा, लता, रजनी चौहान, बुद्धि सिंह, गोविंद, हरवीर, सुनीता, किरनबाला, गीता आदि मौजूद थे।

The Uttarakhand High Court’s (HC) decision to cancel the recruitment process of assistant teachers in primary schools of the State has dashed the hopes of 1200 candidates who were awaiting appointment letters. A shocked Federation of B.Ed./ TET candidates has threatened to re start its agitation at Education directorate from Monday.

After a long process initiated last year, the education department released the list of selected candidates in the month of March this year and even conducted district wise counseling for 1200 posts of teacher. The department was in process of giving appointments to Bachelor of Education (B.Ed) and Teachers Eligibility Test (TET) level I qualified candidates when the HC put stay on the process on March 30 on the petition of Almora resident, Harish Chandra.

The petitioner had challenged the education department’s decision not allow Diploma in Elementary Education (D.El.Ed.) and TET level I qualified candidates in the process of recruitment. On Friday the HC cancelled the process of recruitment and directed the state government to initiate the whole process afresh and include the D.El.Ed candidates in it.

The court’s order shocked the B.Ed/ TET qualified candidates who were in the merit list released by the department and were waiting for the appointment letters.

One such candidate said that it is unfortunate that the process of appointment was stalled at the last moment. “The NCTE is clear that no B.Ed. candidate would be selected as primary teachers after March 31.

It was the last chance for me to get into a government job and I don’t know what is in store for me now,’’ he said.

The President of Federation of B.Ed/ TET qualified candidates, Manveer Rawat said that there were many discrepancies in the recruitment advertisement and blamed the education department officials for the present situation.He said that the department should

challenge the verdict in double bench of HC now.

However the candidates who failed to make it to the merit list of 1200 candidates are demanding that the department should increase the number of posts to 3700 as revealed in an RTI query on vacant posts of primary

teachers.There are more than 30000 B.Ed/ TET qualified

candidates in the state and this recruitment drive was there last chance to get job of a primary teacher now HC asking the department to include D.El.Ed candidates in the recruitment drive, these candidates would have to share these posts with D.El.Ed candidates.

MUMBAI: The Central Board of Secondary Education (CBSE) will hold the Central Teacher Eligibility Test (CTET) 2016 on September 18.

The announcement was made on the CTET website. According to the website, in accordance with the provisions of sub-section (1) of Section 23 of the RTE Act, the National Council for Teacher Education (NCTE) vide Notification dated 23rd August, 2010 and 29th JULY, 2011 laid down the minimum qualifications for a person to be eligible for appointment as a teacher for class I to VIII. It had been inter alia provided that one of the essential qualifications for a person to be eligible for appointment as a teacher in any of the schools referred to in Clause (n) of section 2 of the RTE Act is that he/she should pass the Teacher Eligibility Test (TET) which will be conducted by the appropriate Government in accordance with the Guidelines framed by the NCTE.
